A national platform for climate emergency action

Because a 3°C world is not an option.

Healthy Planet Action Philippines is a science-grounded initiative that works to keep the Philippines and the world away from a 2.6–2.9°C warming path by 2100 through urgent climate emergency action and planetary restoration.

We unite climate science, policy, finance, and people so communities across our islands can thrive on a climate-safe planet.

The Launching

Launching Healthy Planet Action Philippines: From Tree Planting to Global Action

This is the launching event of Healthy Planet Action Philippines on 19th December, held in Malaybalay City. It started with planting native tree species inside the Bukidnon Forest Park to enrich the forest, followed by a webinar focusing on the Global Heating Emergency and the implications of HPA Philippines’ work. The keynote message was delivered by Dr. Dennis Garrity, Chair of the Healthy Planet Action Coalition (HPAC).

Why climate emergency action in the Philippines

A front line nation in a rapidly heating world

The Philippines is one of the most exposed countries to climate shocks. Rising seas, stronger typhoons, and deadly heat are already affecting lives and livelihoods today. HPA Philippines helps the country respond to this emergency as a united, science guided, and action focused community.

2.6–2.9°C

Projected global warming

The world is currently tracking toward 2.6–2.9°C warming by 2100 under present policies, far beyond safe limits for people and nature.

Top 5

Climate vulnerability

The Philippines ranks among the top 5 most climate vulnerable countries, with communities facing repeated storms, floods, and crop losses.

3x

Sea level rise

Sea levels around the Philippines are rising at roughly three times the global average, threatening coasts, food systems, and cities.

120+

Projected global warming

By 2050, days hotter than 35°C could grow from around 25 to over 120 each year, with serious risks to health, work, and energy systems.

Our six point agenda

From science to action for a climate safe Philippines

HPA Philippines brings together science, policy, and local leadership to address the full climate challenge. Our six point agenda connects deep emissions cuts, carbon removal, safe cooling, adaptation, youth leadership, and climate investment so the Philippines can thrive within a stable climate.

1
Declare global heating as a planetary emergency

We communicate clear climate science and advocate for policies that recognise global heating as an emergency that demands a whole-of-society response in the Philippines.

2
Accelerate deep emissions reduction

The Philippines has pledged to cut emissions by up to 75% by 2030. We support pathways that make this target real across energy, transport, industry, and land use.

3
Scale carbon removal and ecosystem restoration

We champion forest and landscape restoration, climate smart agriculture, and other nature based solutions that can remove CO₂ while supporting rural livelihoods.

4
Advance safe global cooling solutions

Working with global scientific partners, we explore and track safe cooling measures that can buy time while emissions and carbon pollution are reduced and removed.

5
Mobilise youth leadership

Over 30 million Filipino youth are a powerful climate constituency. We help equip them with science, skills, and spaces to lead climate emergency action.

6
Build alliances and climate investment

Climate resilience in the Philippines will need more than USD 12B each year. We work to connect partners and finance for fair and future ready climate solutions.

What we do

From national climate stories to on the ground action

HPA Philippines is building a national platform that turns climate science into action. Our first strategic plan focuses on science communication, mitigation, adaptation, planetary cooling, partnerships, and resource mobilization for climate-resilient communities.

We collaborate with universities, civil society, government agencies, and international partners to co-design and scale solutions that are grounded in science and rooted in Filipino realities.

collaborating for climate solutions in action

Science communication & advocacy

Climate emergency in plain language

We organise seminars, webinars, dialogues, and round table discussions that explain climate risks and solutions in accessible ways, helping leaders and citizens see global heating as a national emergency.

Mitigation

Pathways to deep decarbonisation

We support planning and projects that align with Philippine Nationally Determined Contributions, linking clean energy, sustainable transport, and land use with fair transition for workers and communities.

Adaptation

Resilient communities and landscapes

We promote solutions that build resilience in farms, forests, cities, and coasts, from climate-smart agriculture to ecosystem-based adaptation and climate-resilient bioeconomies.

Cooling, partnerships, and finance

Cooling innovations, alliances, and climate investment

We engage in global discussions on safe cooling solutions, while forging alliances with youth networks, LGUs, national agencies, UN and CSO partners, and funders to unlock resources for Philippine climate action.

Stories from a warming Philippines

Watch: Why a 3°C world is not an option for our islands

This video examines how climate change affects water availability in the Philippines, from shifting rainfall patterns to rising demand. It highlights impacts on communities, farms, and coastal zones, and why urgent action is needed to protect freshwater resources and support Filipino livelihoods.

This short documentary features Filipino youth leading climate solutions at the community level, showing their voices, ideas, and projects. It highlights stories of young climate advocates, local initiatives, and the social and environmental impact of youth engagement.

Leadership for a livable future

Youth, science, and partners working together

HPA Philippines is led by a multidisciplinary team with decades of experience in climate science, forestry, agriculture, oceans, ecology, policy, business, and youth mobilisation, backed by the global Healthy Planet Action Coalition.

Philippine led, science grounded

Our Board and Associates include environmental scientists, planners, development specialists, lawyers, and sustainable business leaders with deep experience across the Philippines and the region.

We connect local realities with global climate science so decisions are guided by both evidence and lived experience.

Youth as a climate power

With over 30 million Filipino youth, our country has a strong climate voice. We aim to build a national youth climate network that helps turn anxiety into agency and practical solutions.

Planned work includes youth learning circles, fellowships, and co designed campaigns on climate emergency and planetary restoration.

Alliances across sectors

We partner with UN agencies, national government, local governments, NGOs, CSOs, and international networks to scale climate action that is fair, inclusive, and rooted in community priorities.

Global scientific alliance

Backed by the Healthy Planet Action Coalition

Healthy Planet Action Philippines is closely linked with the Healthy Planet Action Coalition, an international group of climate scientists, engineers, entrepreneurs, and policy experts advocating the Climate Triad: cool, reduce, and remove.

By working with HPAC, we bring global research and analysis into Philippine context, from cooling strategies and greenhouse gas removal to adaptation and ethical climate decision making. Together we support fair climate restoration that protects vulnerable communities.

Healthy Planet Action Coalition (HPAC)

International climate science and advocacy network

HPAC promotes the Climate Triad approach:

  • Cool – emergency climate cooling measures that buy time.
  • Reduce – fast and fair emissions reductions, especially short lived climate drivers.
  • Remove – large scale greenhouse gas removal to restore a safe climate.

HPA Philippines translates these ideas into national and local action that helps protect communities, ecosystems, and future generations.

Help avert a 3°C world for the Philippines and beyond
